First let me say that this isn't the only way to do this. I have seen other methods used and the results were just as good. However this is the way I did mine, and I can say they turned out great. I have had no problems with them so far.
The paint I used to do mine is: Sems Self Etching Primer "gray", Krylon Rust Tough "sun yellow" very close match to fords chrome yellow, Krylon Rust Tough "gloss black", and I finished if off with Duplicolor High Performance Wheel Coating "clear coat".
Front
I did each side in 2 steps. Because I wanted the caliper brackets black and the calipers yellow.
Step 1. Get the front end jacked up in the air, the wheels off, and get it setting on jack stands. WARNING NEVER TRUST A JACK alone to hold the car up. Always use jack stands!!!
Step 2. Remove the caliper. On 94-98 remove the one bolt at the bottom(T-50 torx), and then lift up on the caliper form the bottom and slide it off the pin at the top. On 99-04 remove the 2 bolts holding the caliper to the backet(13mm I think been awhile since I've had one apart) Lay the caliper aside.
Step 3. Remove the Caliper bracket for painting. I think the procedure is the same for 94-04 so remove the 2 bolts holding the bracket to the spindel(15mm)
PREP. Preperation is the key to any good paint job. First thing i did was cleaned brackets with brake clean then I washed them in automotive paint reducer, as I didn't have any pre-wash. Regular laquer thinner can be used as well. Next I dried them makeing sure all the reducer had evaporated. There is no need to do any masking here as the braket is off the car, and the entire thing will get painted.
Step 4. After preping the bracket lay it on a table, block of wood, piece of card board, whatever, Just as long as you don't care to got get paint on it, with side you will see through the wheel facing up.
APPLYING THE PAINT. I started with 2 good coats of the self etching primer letting the first coat flash off for about 2 min. before applying the second. Now I didn't let the primer dry fully I wanted it left a little tacky so color coat would bite into it. Now apply the color, in my case the gloss black. I stoped counting coats after number 6 so I have no clue how many it took. I just keep applying LIGHT coats, each time, until I was happy with the coverage. Let that set and flash off for 10 to 15 mins then apply 2 coats of the clear. Now let it dry(I did mine this past winter so it wasn't really warm in the garage so it took quite awhile to dry).
Step 5. Bolt the bracket back on the spindel.
MASKING. Now your going to have to mask up the inner wheel well, supension, the caliper bracket you just painted, and anyting else you don't want paint on. Now you could spend hours with a roll of tape and news paper, but i found an easier way. First take a black industrial garbage bag, open it up, and pull it over the rotor, spindel, and caliper braket. On 94-98 poke a hole in the bag for the caliper pin to poke through, and one for the bottom bolt. 99-04 poke a whole in the bag for each one of the bolts that holds the caliper to the bracket. And then either slide the caliper over the pin and put the bottom caliper bolt back in(94-98) or bolt it back on the caliper bracket(99-04)Note: leave the brake pad out for now. Now tape up any areas on the caliper you don't want painted. Now take a large piece of plastic and cover the car, makeing sure you have enough hanging down on the side your working on. Finally, on the side your working on, take and tuck the plastic that is hanging down on the side of the car into the wheel well and into the garbage bag, and tape up any holes that remain where paint could blow through.
Step 6. Prep and paint the caliper on the same manner you just did the bracket, and let dry.
Step 7.Unmask everything, put the brake pads back in, and step back and take a look at your handy work.
Step 8. Repeat entire process for other side.
Rear:

Step 2. Remove the caliper by taking out the 2 bolts holding the caliper to the bracket(13mm), and lay it aside. Procedure is the same on form 94-04.Note: The emergency brake cable can be a little annoying when trying to move the caliper out of the way.
Step 3.Remove the Caliper backet for painting. The procedure is the same for 94-04 so remove the 2 bolts holding the bracket to the rear end houshing(15mm)
Step 4. Prep and paint just like the front caliper bracket. Let dry.
Step 5.Reinstall bracket
Step 6.Mask, prep, and paint the caliper just like the front.
Step 7.Unmask everything, put the brake pads back on, and step back and take a look at your handy work.
Step 8. Repeat entire process for other side.
Finally the finished product.....
